US Pushes for New Independent Multilateral Body to Monitor Iran Sanctions After Russia China Veto

BLUFDespite strong rhetoric, a formal Western-led Iran sanctions monitoring body outside the Security Council is unlikely to be announced by late November given the absence of committed partners, mandate, or funding.

Russia and China vetoed a US-drafted Security Council resolution that would have extended the UN Iran sanctions panel of experts for a year, though it drew 11 votes in favor with Somalia and Pakistan abstaining, according to AP via the Times of Israel 1. US ambassador Mike Waltz told the General Assembly on Thursday that Washington will keep advocating for a panel of experts while advancing an independent, multilateral panel to monitor compliance 2. Waltz said Iran exported arms to Russia, Venezuela and African countries, and that Russia transferred fighter aircraft and armoured vehicles to Iran in late 2025 2. Russian ambassador Vasily Nebenzya called the snapback illegal and the resolution legally baseless 12, while French ambassador Jerome Bonnafont said France will study enforcement options, including a North Korea-style monitoring team of France, Germany, the UK and the US 1.

Analysis
A formal Western-led monitoring body outside the Security Council is unlikely to be announced by November 30. Washington has only committed to advancing a panel and Paris to studying options, so no members, mandate, or funding exist, and the 2024 North Korea precedent took months to assemble. Germany and the UK have made no public commitment. We have high confidence in this judgment because three outlets converge on the same US and French statements, though they share wire sourcing and add no independent access. The veto has turned a monitoring gap into an active workaround. The announcement may instead be pressure on Moscow and Beijing while national sanctions carry enforcement. If no panel emerges, evasion networks operate untracked and Treasury and State bear enforcement alone. If one does, importers should expect Western-attributed violation reporting and related designations.
