Investigation Reveals Netanyahu Received UAE Warning Before October 7 and Failed to Brief Mossad Shin Bet and IDF Chiefs
BLUFDespite sharpening domestic pressure on Netanyahu, the UAE warning disclosure is very unlikely to produce a formal state commission of inquiry by year-end 2026, as coalition mechanics remain firmly under his control.
A Haaretz investigation reports that UAE President Mohammed bin Zayed personally warned Prime Minister Benjamin Netanyahu on a 45-minute call roughly 10 days before October 7, 2023, that Hamas leader Yahya Sinwar was planning a major operation against Israel 12. The report draws on the new book "Kidnapped: 843 Days of Abandonment" by journalists Shlomi Eldar and Ruth Yuval, and traces bin Zayed's information to Sinwar himself, who had spoken of an approaching "earthquake" operation. Bin Zayed reportedly feared the attack could cause major bloodshed and undermine the Abraham Accords 1. Three senior foreign officials confirmed the call's contents to Haaretz, and an Emirati source separately confirmed the report to the Times of Israel 12. Netanyahu reportedly told bin Zayed he believed Hamas would act in the West Bank and that Israel was prepared for any scenario, and did not brief the Shin Bet, Mossad or IDF chief of staff, according to Haaretz, whose account former Shin Bet chief Ronen Bar and former IDF Chief of Staff Herzi Halevi confirmed 13. Egyptian intelligence chief Abbas Kamel issued a similar warning to Netanyahu around the same period. Netanyahu's office called the report "an absolute lie," while the UAE Foreign Ministry said it does not comment on alleged leader conversations but that "all relevant intelligence has been and continues to be communicated" through existing channels 23.
AnalysisThe disclosure sharpens domestic pressure on Netanyahu but is
very unlikely to translate into a formally established state commission of inquiry into the October 7 intelligence failures by year-end 2026, given Netanyahu's demonstrated capacity to block the ministerial and coalition steps such a commission requires. Opposition figures Bennett and Eisenkot have converted the report into renewed calls for a commission, but the disclosure changes elite messaging more than institutional mechanics. Confidence in this judgment is low, reflecting the absence of any observable coalition or ministerial movement toward convening a commission.
