Russia Finance Ministry Seeks to Freeze All Non-Military Budget Spending as War Costs Reach 2.5 Percent GDP Deficit

BLUFRussia's war budget has crossed from manageable strain into structural fiscal crisis, forcing a choice between visible civilian austerity and reserve depletion well before 2028.

Russia's Finance Minister Anton Siluanov wrote the government in February requesting a freeze of 2.9 trillion rubles on all non-military spending for 2026, warning that a "negative scenario" would require cuts of 7.1 trillion rubles by 2028, the Financial Times reported 123. Finance Ministry data published by Interfax show the January-April federal deficit at 5.877 trillion rubles (2.5% of GDP) against a full-year planned target of 1.6%, with oil and gas revenues down 38.3% year-on-year and total expenditures up 15.7% 4. The FT, citing a document it reviewed, estimated war spending will exceed the 2026 defense allocation by at least 2 trillion rubles ($28 billion), with similar overruns projected for 2027 and 2028 13. In a May 27 interview with Kommersant, Siluanov said "reserves are not infinite" 2.

Analysis
The January-April deficit at 1.55 times the full-year target marks structural overrun, not front-loading: oil and gas revenues fell 38 percent year-on-year while expenditures rose 16 percent. Ukraine's energy strikes, including the Kirov pipeline station at 1,300 kilometers and shadow fleet tankers at Taganrog, compress both legitimate and sanctions-evasion petroleum revenues, compounding the shortfall. Siluanov's February freeze request predates Iran's partial oil windfall, which narrowed but did not close the structural gap. The ministry's 7 trillion ruble negative scenario implies reserve depletion and civilian austerity visible domestically before 2028. Finance ministries routinely request freezes for negotiating room. The partial revenue recovery since February reduces worst-case severity, but two independent primaries constrain how far that reading travels.
