ISW Assesses Russia Long-Range Strike Campaign Aims to Force Ukraine Capitulation by Spring 2027 as Putin Holds Off on Mobilization

BLUFPutin is very unlikely to order a new mobilization by October 31, instead betting on an intensified long-range strike campaign to coerce Ukrainian capitulation before spring 2027.

The Institute for the Study of War's September 27 assessment states that Putin may be reevaluating his theory of victory toward a campaign of combined ballistic missile and jet-powered drone strikes, and that a prominent Kremlin-affiliated milblogger acknowledged the front line is "static" while urging Russia to intensify strikes 12. ISW also reports that Putin said on September 25 that Ukraine "must feel" Russia's "retaliatory" strikes, and that Russian officials have been preparing for a mobilization despite Kremlin denials 1. Zelensky said on September 26 that Ukraine intercepted more than 1,500 of 2,730 jet-powered Shahed-type drones launched in September, a 55 percent rate, and Budanov said on September 27 that interceptor drones could see mass use within months 12. Analysis
Russia is very unlikely to announce a formal mobilization wave or general call-up decree by October 31, 2026. Putin appears to be staking winter on ballistic missile and jet-powered drone strikes, and a Kremlin-aligned milblogger argues that expanding strike arsenals costs less than a second mobilization. A decree would concede the campaign is failing, which Putin is unlikely to do before winter tests it. Confidence is moderate: all reporting traces to a single ISW assessment, there are no direct indicators of Kremlin deliberations, and the other outlets only repackage it. Battlefield losses could still force an earlier call-up alongside continued strikes. Without a decree, air defense, Patriot interceptor supply and interceptor drone scaling remain the priority for Kyiv and its European backers. A decree would shift resources toward manpower and ground defense.
