Iranian Strikes Hit Kuwait Desalination Plant and Oil Refinery for Third Time

Iran struck a Kuwaiti power and desalination plant on April 3, the latest in escalating attacks on GCC infrastructure. The Mina al-Ahmadi refinery has been hit three times in two weeks. A previous March 30 strike on a desalination plant killed one Indian worker. The IRGC denied responsibility for the April 3 attack and blamed Israel. The strikes target critical water and energy infrastructure in a country heavily dependent on desalination for drinking water, threatening civilian water access as the Iran war expands.

Analysis
Three strikes on the same refinery in two weeks indicates deliberate targeting rather than spillover, despite the IRGC's denial and attempt to blame Israel. Kuwait itself attributed the April 3 strike to Iran before midday. Targeting desalination plants introduces a water security dimension; Kuwait is almost entirely dependent on desalinated water. Attribution in this case rests on Kuwaiti government statements; independent BDA is not publicly available.
