Zelensky Says Putin May Seek to Give Trump Diplomatic Win Before US Midterms
BLUFKyiv's bet on US midterm pressure to unlock a winter de-escalation deal is unlikely to pay off before November 3, given Moscow's lack of concrete concessions despite active shuttle diplomacy.
President Volodymyr Zelensky told Axios in an interview published Monday that "my feeling [is] that Putin needs Trump" and does not want to antagonize him ahead of the US midterm elections 12. Asked whether Putin might hand Trump a diplomatic win before the elections, Zelensky replied "Yeah" 123. The comments followed a Kyiv meeting between Zelensky and Trump envoys Steve Witkoff and Jared Kushner on Sunday, after the two held a roughly three-hour meeting with Putin in Moscow the previous day 1. Zelensky said the US is exploring winter de-escalation steps covering energy infrastructure, grain shipments, electricity facilities, and oil and gas exports, and that Ukraine intends to use September and October to push for renewed talks, possibly at the UN General Assembly in New York 1. He said the envoys told him "the Russians are ready to negotiate," but that he believes Moscow is instead counting on winter strikes to deliver a "strong kick" it hopes will make Ukraine "more compromising," while insisting Kyiv has already made all the concessions it can and any deal must include security guarantees and an economic support package 1.
AnalysisZelensky's read of Putin's calculus indicates Kyiv is betting on US electoral timing rather than Russian battlefield concessions to drive any winter de-escalation, and a bilateral US-Russia agreement before the midterms is
unlikely given Moscow has shown little willingness to trade concrete measures on energy or grain despite the Witkoff-Kushner shuttle diplomacy. Confidence in this assessment is low, resting on a single Zelensky interview interpreting Putin's intentions rather than direct Russian commitments or observable de-escalation steps, with Kyiv Independent, SBS News, and Kyiv Post merely republishing the same quotes. Zelensky may instead be signaling optimism about Putin's flexibility to keep Washington engaged in talks rather than reporting a genuine shift in Moscow's posture. Whether Ukraine's push for talks at the UN General Assembly converts envoy access into binding terms will determine whether US and European officials recalibrate sanctions and winter-aid packages toward a diplomatic opening or prioritize air-defense and energy-resilience support against an unmitigated winter offensive.
