Zelensky Proposes Energy Ceasefire to Russia via US Intermediaries; Moscow Responds with Massive Drone Strike

President Zelensky announced Ukraine has formally proposed an energy infrastructure ceasefire to Russia, conveyed through American intermediaries. Moscow's response was a massive strike using over 700 Shahed drones targeting Ukrainian energy infrastructure, which Zelensky called Russia's "answer" to the proposal. A Russian FPV drone also struck a passenger bus in Nikopol, killing three civilians and injuring 16. The Institute for the Study of War assessed that while Ukraine continues demonstrating readiness for negotiations, the Kremlin shows no interest in a ceasefire.

Analysis
The 700-drone response to Zelensky's Easter ceasefire proposal is the clearest signal that Moscow views the energy infrastructure campaign as a strategic advantage it will not trade away voluntarily. ISW's observation that Russian drone tactics now mirror Iranian operational patterns raises the question of direct Iranian technical assistance in the Ukraine theater, a connection that the US-Iran ceasefire could complicate if Tehran seeks to demonstrate good faith.
