Witkoff Floats 15-Point Peace Plan as Iran Counters With Five Conditions

U.S. special envoy Steve Witkoff confirmed the administration presented Iran a 15-point peace plan via Pakistan including sanctions relief, nuclear program rollback, missile limits, and reopening the Strait of Hormuz. Iran rejected the proposal and countered with five conditions: halt to aggression and assassinations, mechanisms to prevent war resumption, war reparations, end to attacks on Hezbollah and Iraqi militias, and international recognition of Iranian authority over the Strait. Witkoff said there are "strong signs" Iran will recognize it has no better option than to accept, while Tehran publicly denies direct negotiations are occurring.

Analysis
Iran's five conditions, particularly the demands for authority over the Strait of Hormuz and war reparations, are non-starters for Washington. The demand structure appears designed for domestic consumption rather than serious negotiation. Pakistan's role as intermediary, confirmed in the prior cycle, suggests indirect channels remain open even as both sides posture publicly.
