Ukraine Appeals to UN Over 2000 Civilians Trapped in Russian-Occupied Oleshky Amid Drone and Mine Siege

Ukraine's Foreign Ministry on May 6 appealed to the UN and ICRC over a "severe humanitarian crisis" in Russian-occupied Kherson Oblast, stating Russian forces are blocking evacuations and aid delivery to four settlements including Oleshky. The ministry said Oleshky's population has fallen from 24,000 to approximately 2,000 and the four settlements' combined total from 40,000 to roughly 6,000, and that it has received more than 220 direct evacuation requests. BBC Verify, citing satellite imagery and resident accounts, reported that mined roads and FPV drone activity are the primary physical barriers to exit. Human Rights Ombudsman Dmytro Lubinets said on May 7 the ICRC had indicated readiness to assist in organizing evacuation.

Russia has not responded to over a month of Ombudsman Lubinets's appeals, publicly attributes the crisis to Ukrainian strikes, and has not signaled access for the ICRC despite its May 7 readiness to assist. Per a single Euromaidan Press account, mined roads and active FPV drone coverage constitute physical barriers independent of any diplomatic outcome. Moscow has no precedent of accepting third-party-monitored corridors in active front-line occupied zones, and a humanitarian corridor within 30 days of the May 6 appeal is very unlikely. The interdiction may equally reflect tactical logic: mined roads and FPV coverage deny Ukrainian infiltration routes as much as they trap civilians.
