Swedish Migration Agency Employee Dismissed for Leaking Classified Data on Dissidents to Iranian Intelligence

BLUFTehran's repeated penetration of Swedish asylum infrastructure confirms diaspora surveillance is a systematic collection priority, not an opportunistic lapse, and similar insider access likely persists undetected.

Solna District Court ruled on June 24 that the Swedish Migration Agency had lawful grounds to dismiss employee Mohsen Hakim-Elahi, terminated in February 2025, upholding Sweden's Security Service (Säpo) finding that he posed a security risk 12. The ruling relied on Säpo testimony from legal department head Per Lagerud describing documented contact between Hakim-Elahi and an Iranian intelligence officer under diplomatic cover at Iran's Stockholm embassy, including roughly 85 electronic contacts and biweekly meetings at his home, the Migration Agency workplace, and Stockholm's Mall of Scandinavia between 2016 and March 2017, and about 1,200 further contacts with a second identified Islamic Republic agent between May 2020 and October 2021 2. The court found Migration Agency data on Iranian dissidents, Kurdish opposition figures, and Afghan asylum seekers had been transferred to a network linked to Tehran, and Hakim-Elahi acknowledged providing the intelligence officer with the name of an agency employee posted to Sweden's embassy in Tehran; he and the officer also traveled to Iran on the same flight in 2017 1, and he separately maintained contact with a Bandidos gang leader, sending him photographs of Iranian passport pages 2. Hakim-Elahi has denied the allegations, telling the court he opposes the Islamic Republic and supports Reza Pahlavi, and rejected the findings again in a social media video without addressing the contacts cited in the ruling 12.

Analysis
The ruling confirms sustained insider collection rather than an isolated lapse, with roughly 1,200 documented contacts with one identified Iranian agent over 17 months exposing named Iranian, Kurdish and Afghan case subjects in Sweden to Tehran's intelligence apparatus independent of any future agency fix. The same diplomatic-cover cultivation tradecraft already surfaced in the Imam Ali Center and October 2025 espionage cases, indicating Sweden's Iranian and Kurdish diaspora is a standing Tehran collection priority with asylum and residency records as a preferred access vector. Reporting rests on a single primary account, TV4's court coverage, with other outlets amplifying rather than independently verifying, and the court's explicit contact counts mark the first evidentiary detail beyond the previously reported pending dismissal. The employee's account, that the contacts were personal rather than tasked and stemmed from a name mix-up with an expelled cleric, was considered and rejected by the court.
