Ukraine Military Leadership Shake-Up Creates New Donbas Center and Azov Commands

BLUFDrapatyi's Donbas restructuring under Biletskyi and Prokopenko is unlikely to extend to Kharkiv Oblast by December 2, leaving frontline units there without a grouping-level headquarters through early winter.

Commander-in-Chief Mykhailo Drapatyi, who replaced Oleksandr Syrskyi in July, formed two Donbas troop groupings, Center under Andrii Biletskyi and Azov under Denys Prokopenko, according to Ukrainska Pravda 1 and Hromadske 2. Ukrainska Pravda reported he dissolved the East grouping under Viktor Nikoliuk and no longer receives daily reports from all commanders 1. Drapatyi also terminated the twice-daily corps reports, according to Yurii Butusov, a drone-company commander in the National Guard's 23rd Assault Regiment, who told Apostrophe TV that Donbas control improved 3. Butusov told Radio NV that no comparable grouping exists in Kharkiv Oblast and that planned changes there have not been implemented 45.

Analysis
Drapatyi built the Donbas groupings over roughly two months and is delegating command to their chiefs, which suggests he is not forcing a rapid rollout. The Kharkiv changes Butusov describes remain unimplemented and undated. It is unlikely that Drapatyi creates or announces a Kharkiv Oblast grouping, or an equivalent restructuring of the Kharkiv direction, between November 3 and December 2. Coordination gaps there will persist into winter, with frontline commanders working without a grouping headquarters above corps level. Confidence is moderate, resting on one frontline commander's account relayed by several outlets, with no General Staff statement or outside corroboration. Kharkiv may instead be handled through existing corps and the Pivnich grouping, so a decision could be made quietly or announced late, and Butusov's view from one regiment may understate planning above his level. If a grouping is announced, Western suppliers and corps planners would route coordination and resourcing through a new headquarters. If not, Kharkiv units keep coordinating at corps level and the Donbas groupings continue to draw priority.
