SDA Awards $1.75 Billion for 36 Golden Dome Missile Tracking Satellites to L3Harris and Sierra Space

BLUFCrossing the 100-satellite threshold converts the Tracking Layer from a demonstrator into an operational global sensor mesh, and congressional pressure plus available funding make further expansion near-certain.

The Space Development Agency awarded two agreements worth roughly $1.75 billion to field 36 Accelerated Missile Defense Tranche 3 satellites for the Tracking Layer, part of the Golden Dome missile defense architecture 1. L3Harris received about $955 million to build 18 HBTSS-derived missile defense variant satellites, while Sierra Space received about $798 million for 18 missile warning/tracking variants based on its Horizon spacecraft 12. The awards follow SDA's December contracts to Lockheed Martin, Rocket Lab, Northrop Grumman and L3Harris for 72 Tranche 3 satellites, bringing the tranche total to 104 spacecraft, with the new satellites slated for delivery and potential launch by late 2028 23. SDA Director GP Sandhoo said the awards accelerate deployment of tracking, warning and defense capability for the homeland, deployed forces and allies 13.

Analysis
The award locks in two vendors already flying proven hardware, HBTSS on L3Harris and Horizon-derived buses on Sierra Space, lowering technical risk relative to a clean-sheet competition and explaining the sole-source structure over a broader industry pull. Pushing Tranche 3 past 100 satellites shifts the tracking layer from episodic regional looks toward persistent global stereo coverage. Senate Armed Services report language calling for at least 45 HBTSS-class satellites signals congressional appetite to expand the constellation further in the fiscal 2027 authorization cycle, funded by the $10 billion budget add Golden Dome's director secured in March without a new appropriation fight. Reporting rests on SDA's release, corroborated independently by DefenseScoop, SpaceNews and Air & Space Forces Magazine without contradiction. The sole-source approach also reads as SDA prioritizing schedule certainty over opening the layer to wider competition.
