Ukraine Intelligence Says Russia Deployed Shahed Drone Control Points Inside Zaporizhzhia Nuclear Plant With Alabuga Workers Including Minors

BLUFFull, unescorted IAEA access to Zaporizhzhia's reactor halls remains very unlikely before mid-August, as Russia's conversion of the plant into a drone operations hub gives commanders every reason to keep inspectors on guided routes.

Ukraine's Defense Intelligence directorate (GUR) reported on July 13 that Russian occupation forces have converted the Zaporizhzhia Nuclear Power Plant, where all six reactors remain in cold shutdown, into a military base, placing equipment in the turbine halls of units 1, 2, 5 and 6, storing weapons in basements and bomb shelters, and installing machine-gun nests and missile systems on reactor roofs 1. GUR said occupying forces are deploying control points for Gerbera-Seeker and Geran-Seeker kamikaze drones at the plant, staffed in part by workers from the Alabuga special economic zone in Tatarstan, including underage students 12. A Rosgvardia contingent of 1,500 guards the site, and GUR said IAEA inspectors lack full access to reactor halls and technical areas, following pre-agreed routes that the directorate says complicate independent assessment 1. GUR also reported the plant is running on one of its original ten external power lines after a 21st blackout on July 3, with the cooling pond at 12.86 meters against a 15-meter minimum and just 11 of 57 deep-water wells fitted with high-capacity pumps, and said roughly 7,500 of a pre-war staff of 11,000 remain, with Rosatom pressuring workers to sign new contracts under threat of dismissal 13.

Analysis
IAEA inspectors are very unlikely to secure full, unescorted access to the reactor halls and turbine buildings by August 14, since fortifying the site with weapons depots, drone control points, and rooftop missile systems gives commanders strong incentive to keep those spaces concealed, and pre-agreed inspection routes already constrain what inspectors can see. This judgment carries low confidence, resting solely on GUR's own account, which outlets like Euromaidan Press and UNIAN republished without independent corroboration of plant conditions. The disclosure's timing alongside Kyiv's push to bar Russia from the IAEA Board of Governors suggests an advocacy purpose layered onto the intelligence. With one of ten original power lines running and the cooling pond over two meters below minimum, continued restricted access would leave Vienna dependent on Russia's set visit terms and delay independent verification of a safety picture that is already deteriorating.
