Pentagon Announces Autonomous Warfare Command With Four-Star Authority to Scale AI and Drone Capabilities Across Joint Force

BLUFCongress is unlikely to authorize the Autonomous Warfare Command before October 2027, leaving interim vehicles and industry insiders to shape autonomous weapons fielding without statutory guardrails.

Defense Secretary Pete Hegseth announced plans on September 30 at Quantico for Autonomous Warfare Command, a four-star combatant command with service-like authorities, according to Breaking Defense 1 and The War Zone 2. A Pentagon memo makes establishment contingent on Congressional approval, with an October 1, 2027 target 12. Breaking Defense reported that a Senate FY2027 authorization version already calls for a similar command, though no bill has passed 1. As an interim step, Hegseth converted the autonomy Direct Reporting Portfolio Manager office into Project Agincourt, led by Defense Innovation Unit head Owen West and Max Strasiser 12. He also launched Project Meridian, co-led by Elon Musk, Palmer Luckey and Newt Gingrich, with a report due January 28, 2027 12.

Analysis
Congress is unlikely to authorize the command with acquisition powers before the October 1, 2027 target. The Senate's FY2027 bill supports it, but the House has not signed on. Because Agincourt already gives the department an interim vehicle, fielding decisions will move ahead of the statute, and the announcement may instead be mainly signaling to lawmakers and industry before FY2027 budget talks. Both outlets draw on the same Pentagon memos and speech, so their agreement reflects shared official material, not independent verification. The memos and speech moved the command from reported concept to stated plan with named leaders. Meridian's January 28, 2027 report will show whether Musk and Luckey, whose firms hold federal contracts, shape requirements without conflict-of-interest guardrails. If the command stalls, contractors and AI startups face slower integration, not faster procurement.
