Lee and To Lam sign Hanoi rail, nuclear-power, and tech accords targeting USD150B bilateral trade by 2030

South Korean President Lee Jae Myung and Vietnamese President To Lam signed twelve bilateral agreements in Hanoi on April 22, including cooperation on high-speed rail, nuclear-power development, semiconductors, artificial intelligence, and biotechnology, Korea Herald and Korea Times reported. Hyundai Rotem will sign a USD110 million contract on April 23 to export metro rail cars for Ho Chi Minh City Metro Line 2. The leaders set a USD150 billion bilateral trade target by 2030 and announced that a 200-plus-member Korean business delegation including Samsung, SK Group, LG, and Hyundai Motor will accompany Lee on the trip. The visit forms part of Seoul's Indo-Pacific outreach after Lee's state visit to India the prior week.

Analysis
The Lee-To Lam package, reported across converging outlets, is the most substantive Korea-Vietnam bilateral since the 2022 Comprehensive Strategic Partnership and very likely signals Seoul's calibrated pivot toward reducing China exposure while positioning Korean industrial champions for Indo-Pacific fallback. The accord may instead primarily reflect symbolic hedging against a transactional Trump administration on regional defense-sharing rather than a fundamental realignment of commercial priorities. The nuclear-power cooperation strand is the element most likely to draw US Commerce Department scrutiny if it involves K-reactor technology transfer, given Korea's pending 123 Agreement renewal. Hyundai Rotem's Ho Chi Minh metro contract is the down-payment on the larger North-South high-speed rail bid, almost certainly decided by end-2026 with Hyundai, THACO, and Japan's JR consortium in open competition. The USD150 billion trade target implies roughly 40 percent growth from 2025's $90 billion baseline, a stretch goal that would displace Korea-Japan trade within the decade if met.
