ODNI Seeks Industry Input on FLOW Commercial Data Platform for Sanctions and Financial Intelligence Analysis

BLUFODNI's FLOW market survey is very unlikely to yield a formal solicitation by year's end, leaving vendors to plan for contract action no earlier than 2027.

The Office of the Director of National Intelligence, through its Office of Economic Security and Emerging Technologies (OESET), issued a market survey for a data platform called FLOW, according to Intelligence Community News, which dates the issuance to October 26 1. Washington Technology instead reported the effort launched on a Monday 2. The survey seeks a platform serving agencies that use commercial data for economic security, financial intelligence, sanctions, supply chain, and foreign investment analysis 1. Washington Technology reported that ODNI wants to collect, organize, and correlate unclassified commercial and public datasets, with data integration, automated entity resolution, and bulk API access as primary goals, and will accept complete or component-level offerings 2. Responses, a capability matrix and a 15-page submission, are due by 5 p.m. Eastern on November 16, and the survey states it does not obligate the government to issue a solicitation or award a contract 12.

Analysis
ODNI's survey is non-binding and the November 16 deadline is firm, and the capability matrix and 15-page submission point to early acquisition planning, so we have high confidence, since reporting on both is consistent. Coverage rests on one survey document, and the date discrepancy is slight. ODNI is very unlikely to issue a formal RFP or RFQ for FLOW by December 31, 2026. Acceptance of component-level offerings alongside integrated platforms suggests ODNI may assemble FLOW from several vendors, with entity resolution and bulk API access as the primary goals. ODNI must still analyze responses and define requirements first. Requirements and funding may instead be largely settled, making the survey a procedural step before a fast solicitation, possibly through an existing contract vehicle. If a solicitation does appear, vendors must commit capture and teaming resources immediately and agencies may pause separate commercial data buys. Otherwise vendors can limit spending to the RFI response and plan for contract action in 2027 or later.
