Egypt's Parliament Holds Closed-Door Vote on Saudi Arabia Troop Deployment

BLUFCairo's parliamentary mandate is a political signal, not a deployment order, and it is unlikely that Egyptian forces deploy to Saudi Arabia by end of November absent a formal Saudi request that Riyadh shows no sign of making.

Egypt's House of Representatives authorized President Abdel Fattah el-Sisi on Monday to send troops to defend Saudi Arabia, with a two-thirds majority cited in a parliamentary statement carried by The National 1. Parliament has not published a tally for the closed-door roll-call vote, which required 398 of 596 members under Article 152 12. Egypt Independent, citing Al-Masry Al-Youm, reported that the Justice, Wafd and Nour parties backed the request while the Egyptian Social Democratic Party ordered its bloc to abstain 2. The National reported that Sisi has said Egypt will act only if Riyadh asks, and no Saudi request has been announced 1.

Analysis
Parliament's authorization gives Sisi legal cover but no deployment order, because Cairo has tied any move to a Saudi request that Riyadh has not announced. We hold high confidence, based on consistent reporting across outlets on the conditional mandate, the absence of any announced request, and officials describing the mission only as defensive. Egyptian armed forces personnel are unlikely to be publicly reported as deployed to Saudi Arabia by November 30. The mandate is narrower than the two-thirds claim suggests, given the abstaining Social Democrats, reserved Wafd and independent MPs, and an unpublished tally. All four sources are secondary, and Anadolu's reporting was unavailable for review. The vote followed two deadlocked sessions, so the third marks a real shift. The Houthi warning and reported UAE intelligence help to Ansarallah raise Egypt's cost of entry, so Sisi gains more by holding the authorization in reserve. It may instead be signaling aimed at Riyadh, the Houthis and Tehran. If forces do deploy, Saudi, Houthi and Iranian planners must treat Egypt as a combatant, and Red Sea shipping and Gulf air defense planning must adjust.
