Kremlin Seizes German Retailer Metro AG Russian Subsidiary Under Temporary Management Decree

Russia will likely place at least one more Western-owned company's assets under temporary management by presidential decree between September 30 and October 31. Two decrees in eleven days, the second installing Metro's own Russian CEO as manager through a shell entity, show Moscow widening the practice and escalating with Berlin after the Lavrov meeting and the Leipzig airport dispute. Western retailers and consumer-goods firms with large Russian footprints are most exposed. Confidence is high: six outlets, including regional and Russian-language ones adding registry detail rather than echoing one wire, agree on dates, decree terms and the September 17 precedent, and the Kremlin has stated its rationale openly. Metro may instead be the last large target of this round, with Moscow holding the seized assets as leverage in talks with Berlin. If seizures continue, Western firms still in Russia will likely accelerate exit or write-down decisions and governments will need to prepare claims and countermeasures. If they pause, negotiated divestments on current terms remain possible.
