Azerbaijan Denies Link to BND Espionage Case as Der Spiegel Identifies Azerbaijani Intelligence as Alleged Client
BLUFBerlin is very unlikely to officially name Azerbaijan as the recipient state before November 9, 2026, as prosecutors will shield the intelligence link until indictment to avoid premature diplomatic fallout.
Germany's Federal Prosecutor's Office announced that it arrested former BND president August Hanning and his ex-chief of staff Manfred D. on Tuesday, alleging Manfred D. supplied nearly 2,000 documents, many classified, for payment from 2010 to 2022, and that Hanning used them in one instance for an "analysis" for an unnamed foreign intelligence agency 12. Der Spiegel reported that the intended recipient was an Azerbaijani intelligence employee, a claim relayed by Stuttgarter Zeitung and JAM News and not named in the prosecutors' statement 23. Azerbaijan's state Media and Broadcasting Council called the report "disinformation" and part of a smear campaign, while Hanning's lawyer told Der Spiegel the prosecution was wrongful 1.
