Chinese Liaoning Carrier Strike Group Conducts Drills in Philippine Sea Ahead of US-Japan Keen Sword Exercise

BLUFLiaoning's positioning near planned US-Japan missile exercise sites will very likely prompt continued carrier flight operations through Keen Sword 27, giving Beijing a front-row seat to allied anti-ship training by October 25.

Japan's Joint Staff Office reported the Liaoning carrier strike group, with cruisers Anshan and Wuxi and destroyer Huainen, launching and recovering aircraft in the Philippine Sea 155 miles south of Ishigaki Island on Wednesday, after it transited southeast between Okinawa and Miyako Island 1. Japan tracked the group with a destroyer and two patrol aircraft and scrambled fighters in response to carrier flight operations 1. The PLA Navy called the deployment routine training under its annual plan, directed at no specific country, and gave no duration or location 123. USNI News reported it is the Liaoning's second deployment this year, following a 40-day deployment that ended June 22, and that it begins five days before the US-Japan Keen Sword 27 exercise 1. The South China Morning Post said Keen Sword is expanded to 57,000 troops 2.

Analysis
Japan's Joint Staff Office will very likely report the Liaoning group operating in the Pacific east of the first island chain beyond its current Philippine Sea position, or conducting flight operations after Keen Sword 27 begins, by October 25. Confidence is moderate: Japanese tracking is consistent across published reporting, but Beijing gives no duration or area, and the sourcing traces to a single Japanese release with no primary document or outside corroboration. The group's position near Ishigaki and Yonaguni, where US Marine NMESIS and Japanese missile units will deploy, would let Beijing observe anti-ship training without announcing a Taiwan-specific drill. The deployment may instead be routine second-half training, with the carrier returning to the East China Sea before the exercise begins. If the group stays, Japan's Joint Staff and US Seventh Fleet planners must keep surveillance and scramble assets committed through Keen Sword. If it leaves, they can release some of those assets.
