Paragon Refuses Cooperation with Italian Prosecutors Probing Spyware Attacks on Journalists

Israeli spyware firm Paragon Solutions has not responded to formal requests from Italian prosecutors investigating the 2025 Graphite spyware infections targeting journalists and activists. Italy's two spy agencies, AISE and AISI, had their contract with Paragon canceled after the government refused the firm's offer to investigate. Israeli authorities have not facilitated cooperation.

Analysis
Per a single TechCrunch report, Rome holds no viable legal mechanism to compel Paragon's cooperation: Israel has declined to act as intermediary, and Italy's contract cancellation, triggered when Paragon offered self-investigation rather than independent scrutiny, removed its only practical lever. Paragon's silence may equally reflect client-equity protection as defiance of Italian authority. Formal charges or arrest warrants against Paragon principals within 12 months are very unlikely: jurisdictional constraints cannot be overcome by political will, and no precedent exists for Israeli extradition of commercial spyware executives to a foreign court.
