Israel Holds Legislative Elections October 27 With Repeat Vote Considered Likely

BLUFThere is almost no chance that a new Israeli government is sworn in by November 20, leaving Israel on course for a seventh election since 2019.

Israelis vote October 27 for the 26th Knesset, the sixth election since 2019, with 38 slates qualified and a 3.25 percent threshold 12. Al Jazeera reported polls show Netanyahu's Likud-led bloc and the Jewish-led opposition, whose likely prime ministerial candidate is Gadi Eisenkot, neither on track for 61 of 120 seats 13. Most opposition leaders and Netanyahu's camp have ruled out partnering with Ra'am and the Joint List, projected at 13 seats, which the Supreme Court restored to the ballot on October 2 13. Foreign Policy columnist Shalom Lipner wrote that if those vetoes hold, a 61-seat majority is nearly impossible and a repeat election is highly probable 2. Coalition-building has 28 days, extendable by 14, and Netanyahu remains caretaker until a new government is sworn in 1.

Analysis
Moderate confidence rests on consistent polling reports across independent outlets showing neither bloc near 61 seats, though the poll data is not independently reproduced and the two Al Jazeera pieces share an outlet. Both blocs have ruled out the 13 projected Arab-party seats, so any majority requires a veto to break. There is almost no chance that a prime minister-designate wins a Knesset confidence vote with at least 61 of 120 votes and a new government is sworn in between October 27 and November 20, 2026. Even then, Israeli procedure gives negotiators up to 42 days, so Herzog's consultations and defector hunting will dominate November while Netanyahu remains caretaker with full powers. A minority government or a short-lived arrangement to remove Netanyahu could emerge only after the opening deadline passes. Netanyahu or Eisenkot may instead break a veto within days of the count, since Israeli parties have reversed such pledges before, and assemble 61 seats quickly with Ra'am's support. Governments and markets should plan for a caretaker Netanyahu government and a possible repeat election in early 2027, not a settled coalition.
