NATO Locked Shields 2026 Exercise Introduces AI-Enhanced Attack Scenarios With 4,000 Participants

NATO's Cooperative Cyber Defence Centre of Excellence conducted Locked Shields 2026 from April 11 to 25 in partnership with host nation Estonia, assembling approximately 4,000 participants from 40 nations to defend simulated critical infrastructure, military systems, and other essential services against real-time cyberattacks. The exercise for the first time incorporated AI-enhanced attack scenarios, with participants tasked with detecting, analyzing, and responding to threats targeting energy grids, communications, and military operations. U.S. participation included 12 Airmen from the Maryland Air National Guard's 175th Cyberspace Operations Group, augmenting multinational teams alongside the Virginia Air National Guard, Finland, and Estonia. The exercise, organized annually by CCDCOE since 2010, consisted of 16 defensive teams coordinating across national boundaries.

Analysis
Locked Shields 2026's AI-enhanced attack scenarios signal that alliance planners now treat AI-enabled adversary tactics as a current requirement, not a future contingency. Formal NATO integration of AI-driven tools into operational cyber defense by year-end 2026 is unlikely; acquisition and accreditation timelines, plus 32-nation consensus, are the binding constraint, not political will. Per a single institutional DVIDS release with no independent assessment of technical scope, the scenarios may reflect one contributing nation's development effort rather than an alliance-wide commitment, making exercise design a weak proxy for collective operational intent.
