Massive Blackout Hits Russian-Occupied Crimea After Ukrainian Attacks on Energy Infrastructure

BLUFDamage to the Taman substation, Crimea's main link to the Russian grid, leaves the peninsula's power supply fragile enough that another widespread outage from a Ukrainian strike is likely within the next two weeks.

The Telegram channel Exilenova+ reported on the evening of October 23 that the entire Crimean peninsula was without electricity, with key substations out of service 12. Kyiv Independent, citing NASA FIRMS satellite imagery, reported that the Taman substation in Russia's Krasnodar Krai, which supplies Crimea across the Kerch strait, was damaged in an overnight attack 2. Crimean Wind, citing eyewitnesses, reported outages in Sevastopol, Simferopol, Yalta, Feodosia, Dzhankoi, Alushta and Yevpatoria, and NetBlocks reported widespread internet outages 12. Russian-installed Sevastopol governor Mikhail Razvozhayev confirmed the city was without power after an attack on energy infrastructure outside Sevastopol, and local authorities later said power had been restored in several cities, though Crimean Wind reported renewed outages in Simferopol, Yalta and Alushta 12. Kyiv Independent could not independently verify the extent of the blackouts or the attacks 2.

Analysis
We assess with high confidence, based on consistent reporting of repeated outages within a single night and earlier summer strikes on 16 Crimean power stations, that the grid remains fragile. Restoration appears partial, with renewed outages in Simferopol, Yalta and Alushta. The Taman substation is Crimea's main link to the Russian grid, so damage there leaves the peninsula dependent on local generation and forces Moscow to divert repair crews and air defenses to energy nodes. Another widespread power outage affecting multiple Crimean cities is likely to be reported between October 24 and November 7, following a further Ukrainian attack on energy infrastructure. The three outlets reporting the event trace to the same Telegram monitoring channels and Russian-installed officials, so their agreement reflects shared origin more than independent confirmation, and none could verify the extent of the outage. The blackout may also stem partly from fault or overload on a grid already weakened by summer strikes, with the Taman attack as trigger rather than sole cause. Further outages would force occupation planners to prioritize backup generation and air defense for substations and would let Ukrainian planners keep targeting the grid. Their absence would point to faster repairs or stronger air defense.
