EU Parliament Study Finds 2028-2034 Budget Falls 108 Billion Euros Short of Ukraine Reconstruction Needs

A May 6 briefing commissioned by the European Parliament's Committee on Budgets and authored by experts Dmytro Boyarchuk and Marek Dabrowski estimates the ten-year public reconstruction requirement at €196.5 billion, or €19.7 billion annually. The Commission's proposed MFF 2028-2034 allocation of €88.9 billion falls roughly €108 billion short and, per the briefing, does not account for reduced U.S. aid under the second Trump administration. Citing IMF data showing Ukrainian sovereign debt exceeded 108.7 percent of GDP at end-2025, the authors recommend grants take priority over loans to avoid compromising Kyiv's debt sustainability. The briefing also warns that the MFF unanimity requirement allows any single member state to block or delay funding, as member states demonstrated during 2024-2026.
