FBI arrests Chinese aeronautical engineering student for photographing military aircraft at Offutt AFB

FBI agents arrested Tianrui Liang, 21, a Chinese national studying aeronautical engineering at the University of Glasgow, at JFK airport on April 7 as he attempted to leave the country after photographing military aircraft near Offutt Air Force Base in Nebraska. Liang allegedly photographed E-4B Nightwatch and RC-135 aircraft, which are central to U.S. nuclear command and reconnaissance capabilities. He entered the U.S. from Vancouver on March 28 on a B1/B2 visa and told investigators he knew photographing aircraft on the ground was illegal. Liang was charged under 18 U.S.C. Section 795, which prohibits unauthorized photography of military installations.

Analysis
The E-4B Nightwatch and RC-135 platforms, nuclear command authority and strategic reconnaissance assets, mark this as something other than a routine trespass case. Per a single Washington Times report drawing on court documents, espionage charges under 18 USC 793 or 794 are unlikely within the next six months, weighted by the base rate of comparable Chinese-national military-facility cases, which have run heavily toward unauthorized-access charges rather than foreign-intelligence prosecutions. The Section 795 photography charge, rarely invoked, may carry sufficient signaling value without the evidentiary burden of proving tasking. Liang's acknowledged awareness that photographing grounded aircraft was illegal may reflect ambient legal knowledge rather than directed collection tradecraft. His University of Glasgow enrollment fits a student travel pattern inconsistent with service-directed collection.
