European Parliament Passes Resolution Demanding Air- and Sea-Defense Deliveries to Black Sea States and New Sanctions After Russian Maritime Strikes

BLUFParliament's lopsided vote hands Romania and Bulgaria a lobbying tool, but real air-defense funding and any naval mission require Council and Commission decisions that remain far from assured.

The European Parliament adopted a non-binding resolution on October 22 by 432 votes to 52, with 88 abstentions 123. Renew Europe said it followed attacks that sank three merchant ships in Romanian and Bulgarian waters this month 4. The text urges faster air- and sea-defence deliveries to Romania, Bulgaria and other coastal states and wider personal sanctions on Russia 1. It asks the EU to consider a Black Sea naval operation, and asks NATO to consider a "Black Sea Sentry" initiative 23. The Sofia Globe reported that MEPs also criticised Bulgaria's ambiguous response and urged Sofia to stop delaying participation in NATO's anti-drone initiative 2.

Analysis
The resolution gives Romania and Bulgaria political cover to press Brussels and NATO for air-defence funding, but it commits no institution to act. The decisive steps sit with the Council and Commission, which must release SAFE funds, operationalise the Constanța and Varna maritime hubs and decide whether any EU naval operation proceeds. Bulgaria faces the sharpest pressure, since MEPs named Prime Minister Radev and linked their criticism to Sofia's delay in joining NATO's anti-drone initiative. The lopsided vote and about a dozen of roughly 70 debate speakers urging talks show broad support for deterrence but no settled position on naval deployment. The vote may instead be chiefly a signal aimed at Sofia's domestic politics and a Renew Europe messaging effort, with little prospect of changing Council or NATO decisions. Confidence is high: four outlets agree on the tally and contents, though Renew Europe, which backed the text, is the sole primary account.
