Ukrainian Intelligence Identifies 19 Russian Defense Companies in KRET Holding Operating Without International Sanctions

Ukraine's Defense Intelligence directorate (HUR) published data on 15 September on 54 enterprises within KRET, a Rostec-owned electronic warfare and avionics holding, via its War&Sanctions portal 12. HUR reported that 19 of the 54 companies remain outside sanctions imposed by any country in the international coalition 34. HUR identified three unsanctioned firms by name: JSC Inertial Technologies of Technokompleks, which supplies navigation systems for Kh-59M2/M2A missiles and Orion drones; JSC Tambov Plant Elektropribor, which makes gyroscopes for 9M727 cruise missiles used in the Iskander system; and JSC Ulan-Ude Instrument-Making Production Association, which produces drone electric motors 34. HUR also named two sanctioned KRET units supporting missile production directly: the Stavropol Signal plant, which builds jamming components for Iskander-M missiles, and the Kaluga Research Radio Engineering Institute, which supplies electronic protection systems for 3M22 Zircon missiles 34.
