Zaporizhzhia Nuclear Plant Loses All External Power for 19th Time After Substation Attack
BLUFRepeated blackouts during active ceasefire windows indicate that restoring sustained external power to Zaporizhzhia before September 1 remains very unlikely absent a broader military restraint framework.
The ZNPP lost all off-site power at approximately 21:00 local time on Wednesday after a strike on an electrical substation across the Dnipro River severed the Ferosplavna-1 330 kV backup line, the IAEA confirmed 1234. Emergency diesel generators are providing electricity for cooling of the plant's six shut-down reactors 23; Russian plant management and Ukraine's grid operator Ukrenergo both reported radiation levels within normal limits 24. The strike occurred during preparations to repair the main 750 kV Dniprovska line, offline since March 24, under a sixth IAEA-brokered localized ceasefire 134. IAEA Director General Rafael Grossi stated the blackout "once again highlights the extreme fragility of the electrical grid" and called for military restraint to prevent a nuclear accident 134.
AnalysisSix localized ceasefires have now failed to protect ZNPP's electrical supply. The Ferosplavna-1 backup line was severed precisely as the sixth repair window opened for the Dniprovska 750 kV main line, offline since March 24, with IAEA the sole primary source and no independent strike attribution in secondary reporting. The substation may instead have been targeted for conventional grid degradation, with the nuclear blackout incidental. Sustained 30-day uninterrupted operation before September 1 is
very unlikely. Low confidence in that judgment reflects the opacity of targeting decisions on both sides and the collapse of the best available restraint mechanism. Fuel-chain authorities must decide whether diesel-only operation is now the indefinite planning baseline or whether continued investment in repair-ceasefire arrangements remains viable.
