Houthis Claim Missile Strike on Saudi Ras Tanura Oil Refinery as Fire Breaks Out Near Terminal

BLUFRiyadh is unlikely to confirm damage at Ras Tanura by November 4, leaving tanker-tracking and satellite imagery as the only reliable gauges of actual export disruption.

Houthi military spokesman Yahya Saree said on Tuesday the group hit the Ras Tanura refinery, Saudi Arabia's largest at 550,000 barrels per day, with a ballistic missile and caused large fires 12. Saudi authorities had not confirmed the strike 12. Bloomberg cited a person familiar with the matter who said a fire near the terminal had been contained, and The Maritime Executive reported NASA FIRMS heat signatures at the export terminal, while the source did not confirm a refinery strike 13. The Saudi-led coalition said it intercepted three ballistic missiles and four drones, and Saudi Civil Defence reported debris damage in Riyadh from two intercepted missiles 12.

Analysis
Analysts have high confidence in this assessment, which rests on Riyadh's silence so far and its pattern of acknowledging interceptions while withholding damage details. Heat signatures and a contained terminal fire show some impact but leave the refinery claim unverified. Saudi Arabia or Saudi Aramco is unlikely to publicly confirm by November 4 that Ras Tanura sustained damage or a production or export disruption from the October 27 Houthi attack. Riyadh gains little by admitting vulnerability at its main Gulf export node while it seeks outside air-defense help. Reporting is thinner than it looks, since Anadolu, The Maritime Executive and Baird Maritime relay the same wire text as Al-Monitor. Silence may also reflect a minor or failed strike the Houthis exaggerated for propaganda, which would mean little damage rather than concealment. Houthi strikes, which hit Red Sea-side Abha and Jazan in September, have now reached the Gulf export hub on the opposite coast. Tanker-tracking data on Gulf loading would show real damage before any official statement. If Riyadh does confirm damage, buyers and insurers reprice Gulf loading risk and Western capitals face pressure to supply interceptors.
