EU to simulate mutual-defence clause without US participation at May Cyprus ministerial

Bloomberg reported the European Union will run simulations of its Article 42.7 mutual-assistance clause, first among EU ambassadors in Brussels and then at a Cyprus defence ministers meeting in May, to test decision-making if a member invokes collective defence without Washington. The exercises are scheduled to be discussed at an informal leaders summit in Cyprus next week. The move follows months of strains within NATO and accelerating European contingency planning documented by the WSJ. Czech Pravda and EU Pravda carried the Bloomberg brief across European language markets.

Analysis
The simulation, corroborated across European outlets, constitutes the first formal rehearsal of Article 42.7 in a quarter-century, a material downward revision of European confidence that Washington would honour Article 5 under current conditions. Formal decoupling of European collective-defence planning from NATO is very unlikely inside the next two years, but a parallel architecture of Franco-German, Franco-Italian, and Polish-Nordic bilateral treaties is likely within 6-12 months, raising the implicit costs of US withdrawal without requiring institutional rupture. The Cyprus venue is deliberate: an Eastern Mediterranean host carrying active Turkish and Israeli-Lebanese overlap signals Brussels is stress-testing the clause against a plausible near-frontier contingency, not the well-rehearsed Baltic scenario. The indicator that would institutionalise the hedge is the May ministerial communiqué, specifically whether it retains Article 5 language or substitutes EU-only framing.
