Chancellor Friedrich Merz announced a package worth more than €1.3 billion (about $1.46 billion) during an unannounced Kyiv visit on October 4, according to the Globe and Mail and LIGA.net
Germany's package moves the counter-drone effort from imported stock toward joint production inside Ukraine, built around 2,000 "Bars" and tens of thousands of Quantum Systems interceptors. The only evidence on effectiveness is Zelensky's claim that Ukraine stops roughly half of 900 jet-powered drones a week, with "Bars" at up to 30%. Deliveries, production start dates and measured intercept rates remain unpublished. Five outlets agree on the figures, but all draw on the same press-conference statements, so this is one official origin, not independent verification. The package is mainly political signaling and a commercial boost for Quantum Systems, with headline totals running well ahead of what reaches the front before winter. Russia's Defense Ministry has already promised stronger strikes on Kyiv.
