Ukraine Approves 18 Arms Makers for Export as Defense Production Reaches 55 Billion Dollars and Surplus Exceeds Frontline Needs
BLUFUkraine's export licensing framework remains more aspirational than operational, as steep permit fees and frontline priority claims will constrain actual arms sales well beyond what the 90% approval rate suggests.
Ukraine's National Security and Defense Council said 18 Ukrainian companies have received permits to export finished weapons, according to Ukrinform 1. Deputy Secretary Davyd Aloian, who heads the Interagency Commission on Military-Technical Cooperation Policy and Export Control, said the commission has processed more than 400 applications since February and approved over 90% 12. Euromaidan Press reported that the exports reportedly run under the Drone Deals framework, with the Defense Ministry and General Staff keeping first claim on frontline needs, and cited projected 2026 defense production of $55 billion 2. Euromaidan Press also reported that an industry group representing more than 400 companies warned in September that a 20-to-30% permit fee had priced Ukrainian goods out of the market 2, while Aloian said export revenue will not come automatically 3.
Analysis
Ukraine has moved from stockpiling to licensed arms sales, and the test now is whether permits become contracts. Only 18 firms hold permits, and Aloian himself concedes revenue will not arrive automatically. A 20-to-30% permit fee, which an industry group of more than 400 companies says priced Ukrainian goods out of the market, could cap sales whatever the approval rate. Frontline claims by the Defense Ministry and General Staff can also override any export license. The permit count may be mainly signaling to partners such as the UK and to domestic industry, since no sale or buyer is named. Confidence is low: every outlet repeats one Security Council statement from Aloian, no contract values are published, and the production figure is a projection.
