ODNI Developing AI Adoption Framework for Intelligence Community as Gabbard Seeks In-Q-Tel Oversight

ODNI is building policy frameworks and technical standards to accelerate AI adoption across spy agencies, including network modernization, shared authorization repositories, and zero-trust security models. The initiative includes expanded threat hunting across IC networks and joint use of classified commercial cloud infrastructure with the Defense Department. Separately, DNI Gabbard is seeking to bring In-Q-Tel, the CIA-backed venture capital firm, under ODNI management, generating pushback from the CIA over concerns that consolidating oversight could compromise the firm's operational independence.
