Turkey Ratifies Mecca Joint Defense Pact as Parliament Prepares Authorization for Military Deployment to Saudi Arabia Against Houthis

BLUFRatification locks in Turkey's mutual-defense pledge on paper, but parliamentary approval of a separate deployment authorization is very unlikely by December 7 given unfinished status-of-forces negotiations and Ankara's cautious signaling.

Turkey's parliament approved the Mecca Joint Defence Agreement early on Friday by 279 votes to 119, with the AKP and MHP in favor and the CHP also backing it, Middle East Eye reported 12. The pact, signed in August with Saudi Arabia and Pakistan, commits each party to treat an attack on one as an attack on all 13. Erdogan is expected to publish the law in the Official Gazette this week, and Middle East Eye sources say a separate deployment authorization and a Status of Forces Agreement are still needed 1. Foreign Affairs Committee Chairman Fuat Oktay said deployment requires further parliamentary approval, and Foreign Minister Hakan Fidan said any force would be defensive and would not operate in Yemen 12.

Analysis
Ratification concludes only the treaty stage, and deployment still requires its own parliamentary vote plus a Status of Forces Agreement whose negotiation status is unknown. Committee Chairman Oktay's refusal to be drawn into an uncontrolled process and Fidan's no-Yemen pledge suggest Ankara wants the vote as a political option, not a near-term commitment. Turkey's parliament is very unlikely to approve a separate authorization for deploying Turkish forces to Saudi Arabia by December 7, 2026. Confidence is moderate, since primary reporting from Middle East Eye and TRT World consistently describes the procedural gaps, though no source offers a timetable for a deployment bill. Since October 6, when reporting described rapid deployment commitments, the timeline has lengthened. Ankara may instead move quickly after Gazette publication, because the 279-vote cross-party majority could carry a deployment bill just as easily. If it passes, Riyadh, Houthi planners and Washington must account for Turkish forces in the kingdom within weeks. If not, Riyadh keeps relying on Syrian advisers and Pakistani support. Gazette publication and this month's trilateral consultations are the indicators to watch.
