Ukraine assesses North Korean KN-23/KN-24 missiles as joint DPRK-Russian developments, not Iskander clones

Ukraine's Ministry of Defence concluded the KN-23 and KN-24 short-range ballistic missiles that Russia has fired at Ukrainian cities are not licensed Iskander 9M723 copies but joint developments combining North Korean engineering, foreign-supplied civilian-grade chips procured around sanctions, and design data shared by Russia. Distinguishing geometry includes a tapered 110-cm-to-90-cm body, larger and longer engines (~1.5x Russian counterparts), and unique components found nowhere else. Pyongyang completed a further Hwasong-11A test in April 2026. The assessment hardens the case that Russia's missile-supply line through DPRK is now a co-development pipeline, not a stockpile drawdown.

Analysis
The technical fingerprints, a tapered 110-cm-to-90-cm body and engines roughly 1.5× the size of Russian counterparts with no analogues elsewhere, very likely close the supplementation-versus-co-development question in favor of the latter, with materially different consequences for sanctions architecture and the South Korean and Japanese threat picture. Pyongyang may instead be the senior engineering partner, with Russia functioning as a live battlefield testbed for DPRK missile maturation, meaning Russian technical contribution is overstated and the design lineage runs north-to-south rather than as a bilateral exchange. Whether the April 2026 Hwasong-11A test data is shared with Moscow in real time is the observable that distinguishes operational from transactional cooperation; if confirmed, moderate confidence that Western and South Korean export-control regimes tighten on the civilian-grade chips identified in the control units within 90 days.
