HRW Documents M23 and Rwandan Forces Executed Over 50 Civilians During Uvira Occupation

BLUFHRW's field-sourced documentation of command-directed executions in Uvira hands ICC investigators their strongest command-responsibility case yet against Rwandan and M23 leadership, even as Kigali's silence after the March sanctions signals it will stonewall rather than concede.

Human Rights Watch released a 23-page report on May 14, based on more than 120 field interviews in Uvira, documenting M23 and Rwanda Defence Force abuses during the city's occupation from December 10, 2025 to January 17, 2026. HRW documented 62 killings and summary executions, most during door-to-door searches targeting men and boys accused of ties to Wazalendo militias, along with at least eight rapes and 12 enforced disappearances. Civilians were also shot while fleeing the city, and healthcare including HIV post-exposure prophylaxis was inaccessible throughout the occupation. The United States imposed sanctions on the Rwandan army and its commanders on March 2 over Uvira; Rwanda's defense minister and M23 head Bertrand Bisimwa did not respond to HRW's preliminary findings.

Analysis
The door-to-door searches HRW documents occurred after hostilities in Uvira had largely ceased, targeted men and boys specifically accused of Wazalendo affiliation, and were concentrated in identifiable neighborhoods. That specificity points to coordinated command-level targeting rather than opportunistic post-battle violence. HRW's 62 documented cases represent a floor: communal graves remain across the city, and the organization itself acknowledges its findings may represent only a fraction of actual deaths. Rwanda's non-response to preliminary findings, coming after the March 2 US sanctions, forecloses near-term voluntary accountability and signals Kigali intends to contest or ignore the evidentiary record. The abductions near military bases are analytically distinct from the Wazalendo-targeting pattern and align with documented M23 forced recruitment practices in North Kivu since 2022, suggesting deliberate manpower acquisition alongside punitive operations. ICC investigators working the eastern Congo docket now hold the first field-access documentation from Uvira, naming specific neighborhoods, dates, and unit types. That record strengthens command responsibility arguments in ways remote-sensing or single-witness accounts cannot.
