Ukrainian Watchdogs Flag Anti-Corruption Failures Days Before EU Membership Progress Assessment

The shadow report's "limited" rating gives the Commission's November 4 assessment a weak anti-corruption record, since NABU and SAPO independence is a membership condition and the SBU-linked incidents fall squarely within it. The Rada's repeated removal of the 2026–2030 Strategy from its agenda leaves Kyiv without a finished deliverable to offset them. The High Anti-Corruption Court's higher verdict count is real, but plea agreements account for all of the rise, so the Commission could discount it. Brussels will watch whether the SBU's role is investigated, since that determines whether pressure on detectives continues. The incidents may instead reflect legitimate SBU counterintelligence caution about Russian penetration, not a coordinated effort to pressure NABU. Confidence is low: the evidence is one shadow report relayed by two outlets, and the Commission's text was not yet public.
