CISA Releases 2030 Strategy to Shift Critical Infrastructure Defense From Passive to Active Threat Hunting
BLUFCISA's pivot to consequence-based prioritization means operators of lower-tier critical infrastructure must now plan for reduced federal cyber support and build organic detection capabilities.
CISA published "CISA 2030: Defend, Harden, Prevail" on October 26, a strategy built on three pillars: leading national cyber defense, prioritizing infrastructure security, and mobilizing national resilience 12. Industrial Cyber reports the document shifts from passive measures to finding and removing adversaries already inside critical infrastructure networks, and names OT modernization, asset visibility, anomaly detection, and supply chain integrity as a central objective 2. Industrial Cyber also reports CISA will deprioritize threat-agnostic, all-hazards approaches in favor of consequence-based analysis, and will begin a review of core services within 60 days, deliver an implementation approach within 180 days, and report progress within 365 days 2. Acting Director Nick Andersen called on all critical infrastructure owners, operators, and vendors to "act now" 2.
Analysis
CISA's strategy commits the agency to hunting and evicting adversaries already inside critical infrastructure networks, a break from earlier prevention-first guidance. Energy, water and transportation operators will face a narrower federal focus, since CISA will deprioritize all-hazards work and concentrate on systems whose failure would do the most damage. Operators of lower-consequence assets should expect less direct federal support and plan around Sector Risk Management Agencies and state partners. The 60-, 180- and 365-day milestones are observable checkpoints; the first, a core-services review, is due in late December. Confidence is high, based on the primary CISA document, consistent reporting from two outlets, and a published timeline. Both outlets derive from CISA's own release, though, and the strategy carries no funding figures or metrics. It may be chiefly a repositioning document for an agency under budget and leadership pressure, with "act now" language that binds no one and changes little in practice.
