Estonian FM Says Russia Deliberately Directing Ukrainian Drones Into NATO Territory as SVR Threatens Baltic Decision Centers

BLUFWhether another confirmed Ukrainian drone breaches NATO airspace before July 7 remains genuinely uncertain, but Moscow already reaps coercive leverage over Kyiv's strike authority that allied air-policing adaptations must now blunt.

Estonian Foreign Minister Margus Tsahkna told reporters on May 22 at NATO talks in Helsingborg that Russia is deliberately "guiding" Ukrainian drones into NATO airspace to pressure allies against Kyiv's long-range strikes 12. A Romanian F-16 had shot down a Ukrainian drone over Estonia's Lake Võrtsjärv on May 19, the first NATO intercept in Baltic airspace; Latvia and Lithuania logged additional airspace alerts through May 21 1. Russia's SVR, in a statement EADaily published on May 19, alleged Ukrainian operators had deployed to Latvian military bases and warned that "the coordinates of the decision-making centers on Latvian territory are well known" 13. Several NATO foreign ministers at Helsingborg rejected Moscow's parallel claim that Baltic states had opened their airspace to assist Ukrainian strikes on Russia 1.

Analysis
Whether at least one additional intrusion occurs before July 7 is genuinely uncertain, but the campaign already delivers strategic returns disproportionate to drone counts. Latvia's government has collapsed and the SVR has publicly named Latvian decision centers as targets. Moderate confidence reflects broad allied open-source corroboration without independent signals intelligence on the underlying electronic warfare operations; EADaily functions as an SVR conduit, not an independent source. Electronic warfare jamming over Russian territory may suffice to explain the Baltic violations without deliberate Kremlin redirection toward NATO airspace. Baltic air policing adaptation and Ukrainian navigational corrections, if sustained, degrade the diversion mechanism and remove Moscow's kinetic pretext. A confirmed additional intrusion before July 7 forces NATO decisions on preemptive intercept authority and intensifies pressure on Kyiv to constrain long-range strikes.
