TIME: Documents Reveal Mossad Directors Encouraged Nearly $2 Billion in Qatari Payments to Hamas-Controlled Gaza
BLUFDespite newly surfaced documents implicating successive Mossad directors in facilitating Qatari funds to Hamas, a formal Israeli inquiry is very unlikely by November 30, 2026, as the October election will channel the revelations into campaign rhetoric rather than institutional accountability.
TIME reported on October 18 that previously undisclosed documents, including letters from senior Israeli security officials to Qatari leaders, show Israel encouraged and helped run a Qatari payment program to Gaza totaling nearly $2 billion over more than a decade 123. In a December 2020 letter, then-Mossad director Yossi Cohen thanked Qatar's emir for aid he said had "played a crucial role" in improving conditions in Gaza 14. TIME also reported that Mossad director David Barnea traveled to Doha two weeks before October 7, 2023, and asked Qatar to renew the funding, citing a 2023 New York Times report, and that Qatar agreed but called it the last renewal 1. Qatar's media office told TIME that Israel oversaw delivery and created the mechanism, and the Prime Minister's Office declined to comment 1. Ynetnews separately cited an earlier Yedioth Ahronoth investigation reporting that Shin Bet, Military Intelligence and Egyptian officials warned Netanyahu from 2019 that funds were being diverted to Hamas 3.
AnalysisConfidence is moderate, because the reporting rests on one document-based TIME investigation and the Times of Israel, Ynetnews, Israel Hayom and Haaretz add amplification but no independent confirmation of the letters. An official Israeli inquiry into the Qatari payments to Gaza is
very unlikely to be ordered or launched by November 30, 2026. The October 27 election will absorb the issue first, and no coalition formed afterward will finish building before the window closes. The documents implicate Mossad directors, the National Security Council and several prime ministers, so no governing bloc gains from commissioning a probe. Opposition parties will use the letters as campaign material, and an attorney general review is the only route that does not need a new government. A new majority could still open an inquiry quickly, since the earlier Yedioth Ahronoth warnings and the TIME letters give it a ready case against Netanyahu. If one opens, the opposition, Gulf mediators and Washington should prepare for document demands and testimony from Mossad and Shin Bet officials. Without one, Doha and Israeli ministers can manage the issue through campaign messaging alone.
