Ukraine's Lima electronic warfare system, built by
Lima's cost asymmetry, roughly €5 million for city-scale coverage against $3–5 million per Patriot PAC-3 interceptor, materially changes Ukraine's air defense calculus if performance claims withstand scrutiny outside the developer-military chain that currently supplies them. Both primary outlets (Politico Europe, Kyiv Independent) lack independent verification chains, leaving the claimed 58-of-59 Kinzhal suppression rate unverified outside that chain. That rate would represent the first confirmed soft-kill against CRPA-equipped ballistic missiles at operational scale, but may instead reflect cherry-picked engagements or pre-existing Russian guidance failures. Russia's Kometa deployment in early 2025 demonstrated how fast adversarial hardening compresses an EW advantage.
