Half of Countries Withdraw from Czech Ammunition Initiative for Ukraine

BLUFHalving of the contributor pool under a hostile Babis government likely produces at least one additional formal withdrawal by year-end 2026, directly threatening roughly half of Ukraine's large-caliber ammunition supply.

Czech President Petr Pavel told the Financial Times on May 26 that the Czech-led ammunition initiative for Ukraine has dropped from 18 contributing nations to nine since Prime Minister Andrej Babis took office in December 2025 123. Pavel said the initiative remains operational and that it supplies Ukraine with up to 50 percent of all large-caliber ammunition, adding it "cannot be replaced easily by anything else" 13. An unnamed Western military official told the FT that Germany and several Nordic countries remain active contributors, but said some participants "now feel it is strange to pay for something that is not even properly supported by the ruling politicians of the lead country" 12. Pavel's office declined to identify the withdrawing states, and Pavel said the initiative's future should be discussed at the NATO summit in Ankara in July 13.

Analysis
Prague's political hostility toward its own initiative removes any incentive signal that might arrest coalition shrinkage. At least one additional formal withdrawal by year-end 2026 is likely. Moderate confidence rests on converging contributor frustration and Babis's entrenched posture, tempered by the absence of reporting on specific pending withdrawals. The unnamed Western official's "strange to pay" assessment, drawn from a single FT primary source with no independent corroboration, confirms a deteriorating burden-sharing calculus even as European capitals intensify security architecture talks through the Berlin E3 process. Some exiting states may be routing funds through bilateral procurement channels, in which case aggregate ammunition supply to Ukraine is less impaired than the participation count implies. Further defections before year-end would force NATO logistics planners to decide whether to absorb the funding gap or accept reduced large-caliber throughput into 2027 operations.
