Zelensky Warns Russia Preparing to Deploy Ballistic Missiles From Belarus to Strike Western Ukraine

BLUFRussia is very unlikely to launch a ballistic missile from Belarusian territory at Ukraine by November 30, 2026, but the active drone relay corridor already degrades western Ukrainian air defense coverage without requiring Lukashenko's consent for escalation.

Speaking to journalists on October 17, Zelensky said Russia is placing drone signal relays in Belarus and, in his words, needs Lukashenko's support to deploy other weapons there, including ballistic missiles, which he said would threaten western Ukraine first 123. Asked whether Russia is preparing such strikes, he answered "I think so" 13. Ukraine's State Border Guard Service spokesman Andrii Demchenko separately reported that Belarus-based equipment relays signals for Shahed and Geran drones heading toward western Ukraine and Poland's border region 4. Kyiv Independent reported that recent Russian attacks in Volyn, Rivne and Lviv oblasts caused deaths, injuries and power outages, and that military intelligence chief Oleh Ivashchenko said in September that Russia's 101st Missile Brigade, equipped with Oreshnik, had deployed to Belarus 4. Zelensky said air defense will be allocated by threat level and turret production expanded 14.

Analysis
Russia is very unlikely to launch a ballistic missile, including an Oreshnik, from Belarusian territory at a target in Ukraine by November 30, 2026. Confidence is high: there has been no observed launch, no confirmed Belarusian authorization, and no public deployment indicator beyond Zelensky's own statement. The four secondary outlets trace to one press exchange, so their agreement reflects shared origin, and the Border Guard relay claim rests on a single outlet. The drone relay corridor already gives Moscow its gain, extending Shahed and Geran reach into Volyn, Rivne and Lviv without implicating Minsk in a kinetic strike, and Lukashenko's consent remains the binding constraint. Zelensky's warning may instead be aimed at winning air defense deliveries and pressuring Minsk. If a launch occurs, Ukraine and Poland would shift air and missile defense westward and raise Belarus sanctions. Otherwise planners keep priority on eastern and central defense.
