Philly Shipyard to Build Golden Defender Missile Range Instrumentation Vessel for Golden Dome Missile Defense Program
Office of Management and Budget Director Russ Vought announced Friday at the christening of the NSMV training ship Lone Star State that
TOTE's vessel-construction-manager model migrates from the MARAD training-ship program to a Missile Defense Agency asset, a precedent the administration is positioning to extend across other Navy shipbuilding programs, and an all-domestic-yard delivery lets it bank a Golden Dome win without engaging the congressional fight over foreign-built destroyers and frigates now moving through NDAA drafts. Hanwha Philly must still close out the NSMV line, including a fifth vessel due in 2027, before the yard pivots fully to Golden Defender, so the 2030 first-delivery target rests on that training-ship schedule holding; slippage would compress the build window for replacements to sensors that have tracked missile tests since the 1960s. Sourcing is broad but shallow, largely reproducing the companies' joint release, with only the Inquirer's contract figure and quotes independently reported, and the messaging, timed to a ship christening, may be serving a domestic political narrative as much as the program itself.
