Iran Supreme Leader Orders Maximum Response to Any US Attack
BLUFKhamenei's public retaliation order and Araghchi's rejection of direct contact make it unlikely that Iran and the United States hold a confirmed in-person meeting by November 15.
Supreme Leader Mojtaba Khamenei told armed forces chief Ali Abdollahi, army commander Amir Hatami and IRGC commander Ahmad Vahidi that any renewed US or Israeli attack must meet an "immediate and effective response, without geographical limitations," according to a statement from his office reported by Axios 1 and RTE 2. Khamenei also ordered the commanders to update the "target bank" to cover American and Israeli assets, and Axios reported the meeting is the first publicly disclosed one with all three commanders since the war began 1. Khamenei has not been seen publicly and has issued only written statements, Axios reported 1. Qatari mediators held more than 12 hours of talks in Tehran before the meeting, and Newsweek reported Iranian negotiators then arrived in Doha on Saturday 13. Foreign Minister Abbas Araghchi told Al Jazeera that a letter from Vice President Vance was a "positive step," but he said Iran sees no need to meet US officials now 3.
AnalysisWe have high confidence in this assessment because the sources agree that Tehran rejects face-to-face contact for now and ties any meeting to its sanctions and force-posture demands, though the four outlets largely draw on one Iranian state-media release, so their consistency is not independent confirmation. Khamenei's order sets a public deterrent floor for his commanders and narrows Araghchi's room to accept talks without visible US concessions. A publicly confirmed, direct, in-person US-Iran meeting by November 15 is
unlikely. Qatari and Pakistani mediators remain the only channel, and the Doha consultations are the indicator to watch. Since April, when Khamenei's vow sat beside Pezeshkian's ceasefire engagement, a written no-geographic-limits directive binding all three commanders has tilted the balance toward hardliners. The directive may instead be deterrent signaling and proof Khamenei is alive and in control, timed to strengthen Iran's bargaining position before the November 3 midterms. If no meeting occurs, CENTCOM and Gulf states should hold force protection and shipping-lane defenses at current levels, since a post-midterm strike would end the channel and trigger the ordered retaliation.
