ODNI 2.0 Restructuring Dissolves Cyber and Counter-Proliferation Centers, Cuts Staff from 1,800 to 1,300

DNI Gabbard announced ODNI 2.0, the largest restructuring since ODNI's post-9/11 creation, reducing staff from over 1,800 to approximately 1,300 with projected $700M annual savings. The Foreign Malign Influence Center, National Counterproliferation and Biosecurity Center, and Cyber Threat Intelligence Integration Center will be dissolved with functions folded into Mission Integration and the National Intelligence Council. Analysis
Dissolving the Cyber Threat Intelligence Integration Center during the most active period of Iranian and Chinese cyber operations against the US homeland is an extraordinary timing choice. The $700M savings figure has not been independently verified and the restructuring predates any assessment of whether consolidated functions in the Mission Integration directorate can maintain operational tempo.
