Report Tracks Russian Defense Cooperation Helping China Build Better Drones
Washington-based think tank C4ADS reported in October, per the Kyiv Independent
Russia and China now cooperate upstream in drone development, which weakens Western export controls on finished components as a constraint on Beijing's programs. Sanctioned entities like SPLAV and TsAGI still supply Norinco with documents and wind-tunnel services, and joint drone papers have risen from about three a year to about seventeen. Sanctions enforcement would need to reach research, testing and academic channels, which trade-focused controls miss. Confidence is low because the sourcing is a single stream: the Kyiv Independent and its Yahoo syndication carry one uncorroborated C4ADS report. The SPLAV-to-Feilong 60A link rests mainly on design resemblance, so Russian help speeding Chinese work remains unproven. These exchanges may instead be modest, opportunistic sales by sanctioned Russian firms seeking revenue, with China's gains driven mainly by its own industry.
