Zelensky Signs Decree Sanctioning 13 Vessels and 28 Companies Linked to Export of Stolen Ukrainian Grain

President Volodymyr Zelensky signed a decree enacting a National Security and Defense Council decision to sanction 13 vessels, 28 legal entities, and 11 Russian citizens tied to grain exports from occupied Ukrainian territory 123. Eight of the vessels fly Russian flags, with the remaining five registered in Panama, Belize, and St. Kitts and Nevis 12.
